Aged Care Reforms & CHSP: What you Need to Know

With the recent announcements around aged care reforms and the introduction of the new Support at Home program starting 1 November 2025, many older Australians are understandably wondering how this might affect the support they receive - especially those currently using the Commonwealth Home Support Programme (CHSP).

If you’re receiving CHSP services, there will be no immediate changes to your care.

Here’s an overview of what you need to know.

What Is the Commonwealth Home Support Programme (CHSP)?

CHSP is entry-level aged care funding provided by the Australian Government to help people aged over 65 (or over 50 for Aboriginal and Torres Strait Islander people) live independently in their own homes.

What’s Changing with Aged Care in 2025?

From 1 November 2025, the Australian Government will roll out the Support at Home program to replace the current Home Care Package (HCP) system. This aims to simplify aged care funding and offer more flexible, person-centred support.

However, it’s important to note:

  • CHSP recipients will not transition to Support at Home until at least 1 July 2027.

  • You will continue receiving the same services in the same way until that date.

  • There’s no need to reapply or make any changes to your care right now.

On the Home Care Package Waitlist?

Depending on when you are assigned a package, different rules apply:

  • Before 1 November 2025: You will receive your Home Care Package under the current system.

  • After 1 November 2025: You’ll enter the new Support at Home system.

Either way, your existing CHSP services will continue unchanged until the 2027 transition.

What You Can Do Right Now

  • Keep accessing your CHSP services as usual. No changes needed.
